![Cars driving along a wide tree-lined avenue in Washington, DC on a bright afternoon](https://riskado.com/blog/average-cost-of-car-insurance-in-dc/featured.jpg)

Drivers in the District spent an average of $1,501.94 per [insured](https://riskado.com/insurance-terms/policyholder/) vehicle on car insurance in 2022, or about $125.16 a month, according to the [NAIC 2022 Auto Insurance Database (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf), the latest edition. A policy carrying [liability](https://riskado.com/insurance-terms/liability-insurance/), [collision](https://riskado.com/insurance-terms/collision-coverage/) and [comprehensive](https://riskado.com/insurance-terms/comprehensive-coverage/) together averaged $1,628.81 a year, about $135.73 a month, made up of $805.93 for liability, $586.01 for collision and $236.87 for comprehensive. DC ranked fourth highest among the 50 states and the District on both measures. The monthly figures are simple division, and none of these numbers is a quote. Your price depends on your [coverage](https://riskado.com/insurance-terms/coverage/), limits and [deductibles](https://riskado.com/insurance-terms/deductible/), your vehicle and its use, your driving record and claims, and other rating factors, so compare quotes built on identical coverages, limits, deductibles and PIP choices.

### Key takeaways

- **Average expenditure**$1,501.94 per insured vehicle in 2022, about $125.16 a month.
- **Combined average premium**$1,628.81 a year for liability, collision and comprehensive together, about $135.73 a month.
- **Ranking**Fourth highest among the 50 states and DC in 2022, behind Florida, Louisiana and New York.
- **Not a quote**Your price depends on coverage, limits, deductibles, vehicle, use, driving record, claims and other rating factors.
- **Fair comparison**Ask every agency to quote the same coverages, limits, deductibles and PIP choice.

## What the DC averages include

The NAIC publishes two different averages, and they answer different questions. Average expenditure is the total written premium for liability, collision and comprehensive divided by the number of insured car-years for liability. Every insured vehicle carries liability, but not every vehicle carries collision or comprehensive, so this figure estimates what drivers spend across all insured vehicles. Combined average premium adds the three coverage averages together, so it describes a policy that carries all three.

| Comprehensive average premium | $236.87 | $19.74 |

The District's combined average premium was $1,559.31 in 2021 and $1,541.98 in 2020, according to the same NAIC tables. These are reported averages for 2022, the most recent year in the database, not prices for 2026.

## How DC compares with Maryland, Virginia and the national average

DC's averages sat above both neighbors and above the countrywide figures in 2022. Florida, Louisiana and New York were the only places with higher averages on either measure, according to the [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf).

Average expenditure and combined average premium, 2022

Hover or tap a row to highlight it.

| Jurisdiction | Average expenditure | Combined average premium |
| --- | --- | --- |
| District of Columbia | $1,501.94 | $1,628.81 |
| Maryland | $1,280.51 | $1,388.43 |
| Virginia | $949.48 | $1,055.30 |
| Countrywide | $1,126.94 | $1,258.10 |

The District is entirely urban, so its results aren't directly comparable to states with rural areas, according to the NAIC. Urban areas usually have more accidents and auto thefts than rural areas, according to the NAIC's consumer guide, and claims, vehicle type, use, mileage and driving records all count among the factors that affect a premium. For a driver who lives near the line, those differences show up in the quote, not just in the averages. Our articles on the [average cost of car insurance in Maryland](https://riskado.com/average-cost-of-car-insurance-in-maryland/) and the [average cost of car insurance in Virginia](https://riskado.com/average-cost-of-car-insurance-in-virginia/) cover the neighboring numbers in more detail.

![Cars moving along a busy city avenue lined with trees and office buildings](https://riskado.com/blog/average-cost-of-car-insurance-in-dc/city-traffic.jpg)

DC is entirely urban, which the NAIC says makes its averages hard to compare directly with states that have rural areas.

## Why your quote can differ from the average

An average blends every insured car in the District, from a ten-year-old sedan with liability only to a new SUV with low deductibles. Insurers may consider these factors, according to the [NAIC consumer auto guide (opens in a new tab)](https://disb.dc.gov/sites/default/files/dc/sites/disb/publication/attachments/publication-aut-pp-consumer-auto.pdf):

- Driving record.
- Credit-based insurance score.
- Age, gender and marital status.
- Vehicle type and value.
- Location.
- Vehicle use and annual mileage.
- Prior insurance coverage.
- Previous claims.
- Liability limits.
- Collision and comprehensive deductibles.

Each insurer applies its own rating plan within DC law, so the same driver can get different prices from different companies. The DC Department of Insurance, Securities and Banking (DISB) doesn't set the auto rates insurers charge, according to [DISB (opens in a new tab)](https://disb.dc.gov/page/dc-doesnt-set-your-insurance-premiums). Insurers send rate changes to DISB in rate filings with supporting analysis, and by law the rates must be adequate and can't be excessive or unfairly discriminatory. Our article on [whether your credit score affects car insurance](https://riskado.com/does-credit-score-affect-car-insurance/) explains how credit-based scores work in general.

## Does your DC address change the price?

Rates aren't allowed to vary based on the insured's address among drivers with like insuring or risk characteristics, and they can't be based on race, creed, color, ethnicity or national origin, according to [DISB (opens in a new tab)](https://disb.dc.gov/page/dc-doesnt-set-your-insurance-premiums). [DC Code § 2-1402.71 (opens in a new tab)](https://code.dccouncil.gov/us/dc/council/code/sections/2-1402.71) bars discriminatory motor vehicle insurance actions based on listed characteristics, including sex, marital status and location within the District. [DC Code § 31-2231.13 (opens in a new tab)](https://code.dccouncil.gov/us/dc/council/code/sections/31-2231.13) also limits actions based on the geographic location of the individual or risk, unless the action serves a sound business purpose or is required by law.

So, a ward or neighborhood alone doesn't tell you what you'll pay. If a quote looks high, ask the agency which rating factors in the insurer's filed plan explain the price.

## What DC requires on every policy

Even a minimum policy in the District carries four coverages. As of October 2, 2026, the [DC DMV (opens in a new tab)](https://dmv.dc.gov/am/service/vehicle-insurance) lists these minimums:

Current DC minimum car insurance, October 2026

Hover or tap a row to highlight it.

| Coverage | Current minimum |
| --- | --- |
| Bodily injury liability | $25,000 per person, $50,000 per accident |
| Property damage liability | $10,000 |
| Uninsured motorist bodily injury | $25,000 per person, $50,000 per accident |
| Uninsured motorist property damage | $5,000, subject to a $200 deductible |

[D.C. Law 26-155 (opens in a new tab)](https://code.dccouncil.gov/us/dc/council/laws/26-155) raises several of these limits, and the changes apply October 1, 2027. A quote for a policy that renews after that date may price in the higher limits, so ask the agency which limits each quote uses. Our article on [DC car insurance requirements](https://riskado.com/dc-car-insurance-requirements/) covers registration, proof of insurance and the 2027 changes.

"Minimum coverage" means these required liability and uninsured motorist coverages. "Full coverage" is industry shorthand, not a DC legal category, and it usually means liability plus collision and comprehensive. A lender or lessor can require collision and comprehensive on a financed or leased car, with terms set by the loan or lease contract. Our article on [comprehensive vs collision insurance](https://riskado.com/comprehensive-vs-collision-insurance/) explains what each one pays.

## How the PIP choice affects the price

Personal injury protection (PIP) is optional in the District. Insurers must offer it, and you can choose any one or a combination of the three PIP benefit coverages in [DC Code § 31-2404 (opens in a new tab)](https://code.dccouncil.gov/us/dc/council/code/sections/31-2404). PIP pays medical and rehabilitation expenses, work loss and funeral benefits without regard to fault.

Because the PIP benefits you select change what the policy covers, they can change the price. The effect comes from each insurer's filed rating plan, so ask every agency to quote the same PIP selection and to show what PIP adds to the premium. Our article on [DC no-fault insurance](https://riskado.com/dc-no-fault-insurance/) explains the PIP benefits and the choice that comes with them.

## What a new or young driver does to the price

Age, gender, marital status and the presence of young drivers in a household can affect premiums, according to the [NAIC consumer auto guide (opens in a new tab)](https://disb.dc.gov/sites/default/files/dc/sites/disb/publication/attachments/publication-aut-pp-consumer-auto.pdf). A newly licensed driver in the household changes the price, so get quotes using the same driver information at every agency and ask which filed discounts apply.

The same guide lists discounts to ask an agent about:

- Insuring more than one vehicle.
- Bundling auto and home insurance.
- Safety equipment such as airbags, anti-lock brakes and anti-theft devices.
- Defensive driving courses, particularly for drivers 55 or older.
- Membership in certain organizations or employment with certain employers.

A defensive driving course may help you avoid a premium increase, and the [DC DMV (opens in a new tab)](https://dmv.dc.gov/service/driver-point-system) tells drivers to ask their insurance provider whether the company will reduce the rate for completing one.

![An empty steering wheel and dashboard seen from the driver seat](https://riskado.com/blog/average-cost-of-car-insurance-in-dc/new-driver.jpg)

Young drivers in a household can change a quote, so give every agency the same driver information.

## How tickets and DMV points affect your premium

Driving record is one of the factors insurers may consider, according to the NAIC guide. In the District, DMV assesses points for moving violations, including qualifying out-of-state violations, and the points stay on a DC driving record for two years, according to the [DC DMV (opens in a new tab)](https://dmv.dc.gov/service/driver-point-system). Parking and photo tickets don't carry points.

DC DMV points and license actions

Hover or tap a row to highlight it.

| Points on your record | DMV action |
| --- | --- |
| 10 to 11 points | 90-day license suspension |
| 12 or more points | License revocation, with no reinstatement for at least six months |
| Certain serious violations | 12 points and automatic revocation |

The thresholds come from the [DMV's point system chart (opens in a new tab)](https://dmv.dc.gov/page/point-system-chart). Before you shop, order a copy of your record online, by mail or in person through the [DMV's driver records page (opens in a new tab)](https://dmv.dc.gov/service/driver-records); mail requests are processed within 7 to 10 business days after DMV receives them. Knowing what's on your record helps you check that each quote uses the same history.

## How to compare DC quotes fairly

Give every insurer the same information and ask for the same coverages and limits, as the [DISB consumer guide (opens in a new tab)](https://disb.dc.gov/sites/default/files/dc/sites/disb/publication/attachments/publication-aut-pp-consumer-auto.pdf) advises. Compare identical deductibles too, and ask how a different deductible changes the premium, as the NAIC guide suggests. Match these items across every quote:

- Drivers and household members.
- Vehicle identification and use.
- Annual mileage.
- Liability limits.
- Uninsured motorist selections.
- PIP selection.
- Collision and comprehensive selections.
- Deductibles.
- Discounts and prior insurance information.

Sample standard and non-standard auto premiums for 2024 are in DISB's [premium comparisons (opens in a new tab)](https://disb.dc.gov/publication/disb-premium-comparisons-standard-auto-non-standard-auto-homeowners-condos-renters). They're samples; for a rate that matches your circumstances, DISB directs drivers to an insurance producer. If you decide to move your policy, our article on [how to switch car insurance](https://riskado.com/how-to-switch-car-insurance/) covers the timing.

![A desk with printed quote pages, a pen and a calculator beside a set of car keys](https://riskado.com/blog/average-cost-of-car-insurance-in-dc/compare-quotes.jpg)

Quotes compare fairly only when they use the same drivers, coverages, limits, deductibles and PIP choice.

## What happens if your coverage lapses

Insurance has to stay continuous while a vehicle is registered in the District, according to the [DC DMV (opens in a new tab)](https://dmv.dc.gov/am/service/vehicle-insurance). When an insurer reports a cancellation, DMV sends the owner a notice, and if continuous coverage isn't shown, DMV can suspend the registration, assess fines and recover the tags. If coverage ends and the vehicle won't stay registered, return the tags before you cancel the insurance.

A gap also follows you into the next quote, because prior insurance coverage is one of the rating factors in the NAIC guide. Ask each agency how a lapse or gap in prior coverage affects eligibility or price. Our article on [DC insurance lapse fees](https://riskado.com/dc-insurance-lapse-fees/) covers the fines and reinstatement.

![A sedan parked on a quiet residential street at dusk](https://riskado.com/blog/average-cost-of-car-insurance-in-dc/parked-car.jpg)

Coverage must stay continuous while a DC vehicle is registered, and a gap can affect your next quote.

## Questions to ask an agent about price

- Are the agency and the insurer licensed in DC?
- Which insurance companies does the agency represent?
- Are all the quotes using the same limits and coverages?
- What PIP selection does the quote include, and what does it add?
- What collision and comprehensive deductibles are being used?
- What does the policy exclude?
- How will my driving record affect the premium?
- How will my credit history affect the premium?
- Which discounts are available under the insurer's filed plan?
- How will my lender's requirements change the quote?
- What does the minimum package DC requires cost?
- What happens to the price if a driver, vehicle, annual mileage or use changes?
- Can you confirm the quoted price in writing?
- What documents do you need to bind coverage?
- How does a lapse or gap in prior insurance affect eligibility or price?

You can check an agency's license with the [DC insurance license lookup (opens in a new tab)](https://sbs.naic.org/solar-external-lookup/?jurisdiction=DC) before you share documents.

## Frequently asked questions

### Is $135.73 a month what a DC driver pays?

No. It's the 2022 combined average premium of $1,628.81 divided by 12, according to the [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf). Insurers bill on their own schedules, and your price depends on your coverage and rating factors.

### Do parking and speed camera tickets raise my points?

Parking and photo tickets don't carry points on a DC driving record, according to the [DC DMV (opens in a new tab)](https://dmv.dc.gov/service/driver-point-system). Points come from moving violations and stay on the record for two years.

### Does DISB approve the price I'm quoted?

DISB reviews insurers' rate filings, but it doesn't set the premium an insurer charges you, according to [DISB (opens in a new tab)](https://disb.dc.gov/page/dc-doesnt-set-your-insurance-premiums). The insurer applies its filed rating plan to your information.

### How did DC's average change from 2020 to 2022?

The combined average premium rose from $1,541.98 in 2020 to $1,559.31 in 2021 and $1,628.81 in 2022, according to the [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf).

## Turning the average into your own number

Use the 2022 averages as a reference point, then build your own number: order your driving record, decide on the coverages, limits, deductibles and PIP selection you want, and ask several agencies to quote that same package in writing. [Riskado's directory](https://riskado.com/agencies/district-of-columbia/) lists insurance agencies across the US, including in DC, so you can find agencies to ask.
