Maine has two official averages worth knowing. For 2022, Maine's average expenditure was $757.65 per [insured](https://riskado.com/insurance-terms/policyholder/) vehicle, and the combined average [premium](https://riskado.com/insurance-terms/premium/) for [liability](https://riskado.com/insurance-terms/liability-insurance/), [collision](https://riskado.com/insurance-terms/collision-coverage/) and [comprehensive](https://riskado.com/insurance-terms/comprehensive-coverage/) together was $834.78, according to the [NAIC 2022 Auto Insurance Database (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf). A later figure of $926 a year, based on 2023 NAIC data, was the lowest in the nation, according to the [Maine Bureau of Insurance's 2025 consumer announcement (opens in a new tab)](https://www.maine.gov/pfr/insurance/node/1077). These are statewide statistics, not a quote for any one driver. Your own price depends on your driving record, where the car is garaged, your age, your vehicle, mileage, household drivers, claims, credit history and the [coverage](https://riskado.com/insurance-terms/coverage/) you pick.

### Key takeaways

- **Average expenditure**$757.65 per insured vehicle in 2022, according to the NAIC.
- **Combined average premium**$834.78 in 2022 for liability, collision and comprehensive together.
- **Lowest in the nation**$926 a year, based on 2023 NAIC data, according to the Maine Bureau of Insurance.
- **Not a quote**These are statewide statistics, not a quote for any one driver.
- **What sets your price**Driving record, garaging location, age, vehicle, mileage, household drivers, claims, credit history and the coverage you pick.

## What the Maine averages actually measure

The two NAIC numbers answer slightly different questions, and that difference matters when you hold one up against your own quote.

The combined average premium adds three separate coverage averages together. For Maine in 2022, liability averaged $394.44, collision averaged $301.41 and comprehensive averaged $138.94, for a total of $834.78, according to the [NAIC 2022 Auto Insurance Database (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf). That figure describes a car carrying all three coverages.

Average expenditure works differently. It divides the total written premium for those coverages by the number of insured vehicles carrying liability, so it does not assume every car also carries collision and comprehensive. That is why it comes out lower, at $757.65, per the [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf). Neither number is a standard "minimum coverage" price, and neither is a personalized "full coverage" price. The NAIC averages also do not separate drivers by classification, vehicle, limits or deductibles.

The NAIC data covers private passenger auto insurance and combines the regular market with residual-market business. The 2022 supplement, published in 2024, covers calendar years 2018 through 2022.

| Figure | Amount per year | Source |
| --- | --- | --- |
| Liability average premium, 2022 | $394.44 | [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf) |
| Collision average premium, 2022 | $301.41 | [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf) |
| Comprehensive average premium, 2022 | $138.94 | [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf) |
| Combined average premium, 2022 | $834.78 | [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf) |
| Average expenditure, 2022 | $757.65 | [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf) |
| Average annual premium, 2023 data | $926 | [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/node/1077) |

### Converting the averages to a monthly figure

If you think about your premium month to month, dividing the annual figures by 12 gives these rough equivalents:

- $757.65 average expenditure: about $63.14 a month.
- $834.78 combined average premium: about $69.57 a month.
- $926 average annual premium (2023 data): about $77.17 a month.

These are arithmetic conversions, not quotes. A monthly payment plan from an insurer can also carry installment fees, so ask whether those are built into any monthly number you are given.

## How Maine compares with the rest of the country

Maine sits well below the national figures. The countrywide combined average premium for 2022 was $1,258.10 and the countrywide average expenditure was $1,126.94, according to the [NAIC 2022 Auto Insurance Database (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf). Maine's 2023-data average of $926 ranked lowest in the nation, according to the [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/node/1077).

State comparisons are rough, though. The [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf) points to many reasons prices differ between states and within them, including coverage types and amounts, weather, driving locations, accident rates, traffic density, vehicle theft, repair costs, population density, medical and legal costs, filing laws and liability requirements. A low state average is a useful sign of the general market, but it does not set the price for your household.

## Why your Maine quote can differ from the average

Insurers price individual drivers, not the state as a whole. The [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/consumers/auto-insurance/factors-affecting-your-premium) lists these common rating factors:

- Driving record, including accidents and moving violations.
- Garaging location and territory.
- Gender and age.
- Marital status.
- Prior insurance, including any prior cancellation or nonrenewal.
- Mileage and how the vehicle is used.
- Vehicle make and model.
- Licensed drivers in the household.
- Claim history.
- Credit history.
- Discounts and each insurer's own rating plan.

### Credit history in Maine

Maine allows insurers to use consumer reports to calculate an insurance score for underwriting and rating, with limits. Under [Maine Revised Statutes, Title 24-A, §2169-B (opens in a new tab)](https://legislature.maine.gov/statutes/24-a/title24-Asec2169-B.html), an insurance score may not be calculated using race, sex, sexual orientation, gender identity, religion, ancestry, national origin, income, address, ZIP code or marital status. An insurer also may not deny, cancel or refuse to renew a personal policy solely because of credit information, and may not base renewal rates solely on credit information.

Gender and age appear on the Bureau's list of general rating factors, while the statute keeps sex out of the insurance score itself. Those are two separate rules. If your quote seems high, you can ask whether an insurance score was used and how it affected the price.

![A family car parked in the driveway of a shingled Maine home with a small attached garage](https://riskado.com/blog/average-cost-of-car-insurance-in-maine/rating-factors.jpg)

Insurers price each household, not the state as a whole.

## What Maine requires you to carry

Every Maine auto policy has to meet set minimums. Required coverage includes the following, according to the [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/consumers/auto-insurance/insurance-required-by-law):

- Bodily injury liability: $50,000 per person and $100,000 per accident.
- Property damage liability: $25,000.
- Medical payments: $2,000 per person.
- Uninsured and underinsured motorist (UM/UIM) coverage: at least $50,000 per person and $100,000 per accident.

Liability pays for injuries and property damage to others when you are responsible for a crash. Medical payments cover medical expenses for you and your passengers. UM/UIM protects you and your passengers when the responsible driver has no insurance or not enough. The [Maine BMV motorist handbook (opens in a new tab)](https://www.maine.gov/sos/bmv/driver-licenses-and-ids/car-license/motorist-handbook) also covers proof of insurance and the license consequences of driving uninsured.

Coverage every Maine auto policy must carry

Hover or tap a row to highlight it.

| Coverage | Minimum |
| --- | --- |
| Bodily injury liability | $50,000 per person and $100,000 per accident |
| Property damage liability | $25,000 |
| Medical payments | $2,000 per person |
| Uninsured and underinsured motorist (UM/UIM) | At least $50,000 per person and $100,000 per accident |

### Does minimum coverage match the NAIC average?

No standardized Maine minimum-coverage average appears in the NAIC figures. The $834.78 combined figure includes collision and comprehensive, which Maine law does not require, while the $757.65 expenditure figure mixes cars with and without those coverages, per the [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf). When you compare a quote to either number, start by checking which coverages your quote includes.

![A closed folder, a set of car keys and a pen on a wooden kitchen table](https://riskado.com/blog/average-cost-of-car-insurance-in-maine/required-coverage.jpg)

Check which coverages a quote includes before comparing it to an average.

## How location and vehicle use affect a Maine quote

Where the car is kept overnight is one of the biggest pieces of a quote. Areas differ in collision, theft and vandalism experience, so garaging location affects rates, according to the [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/consumers/auto-insurance/factors-affecting-your-premium). City areas generally have more claims than country areas because of busier traffic, theft and vandalism, according to the Bureau's [consumer guide to personal auto insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/sites/maine.gov.pfr.insurance/files/inline-files/consumers-guide-to-personal-auto-insurance.pdf).

That points in a general direction, but there is no official dollar figure for Portland against a rural county. The useful step is practical: confirm the garaging address the agent entered is correct, since a wrong address can put you in the wrong territory.

Vehicle use matters too. Commuting, pleasure driving and business use are rated differently, and annual mileage counts as well. If you use a personal car for work, such as visiting clients or making deliveries, ask the agent whether that use is covered or excluded under the policy being quoted.

## Rate changes and the Bureau's role

Insurers set their own premiums in Maine. They must use rates filed with and approved by the Bureau, which reviews auto rates for compliance with Maine law and may object to rates that are excessive, inadequate or unfairly discriminatory, according to the [Maine Bureau of Insurance auto insurance FAQ (opens in a new tab)](https://www1.maine.gov/pfr/insurance/frequently-asked-questions/auto-insurance).

Approved average personal-auto rate changes in Maine were 3.0% in 2015, 4.4% in 2016, 3.6% in 2017, 0.6% in 2018, 2.7% in 2019, 1.4% in 2020, 3.1% in 2021, 8.8% in 2022, 10.5% in 2023 and 9.7% in 2024, according to the [Bureau's rate-change chart (opens in a new tab)](https://www.maine.gov/pfr/insurance/sites/maine.gov.pfr.insurance/files/inline-files/homeowners-and-auto-rates-chart-2015-2024.pdf). Those figures cover insurers that requested and received approval, since insurers are not required to file every year.

Approved average personal-auto rate changes in Maine

Hover or tap a row to highlight it.

| Year | Approved average change |
| --- | --- |
| 2015 | 3.0% |
| 2016 | 4.4% |
| 2017 | 3.6% |
| 2018 | 0.6% |
| 2019 | 2.7% |
| 2020 | 1.4% |
| 2021 | 3.1% |
| 2022 | 8.8% |
| 2023 | 10.5% |
| 2024 | 9.7% |

Approved changes kept overall personal-auto premiums flat in 2025 for more than 900,000 policyholders, according to the [Bureau's 2025 announcement (opens in a new tab)](https://www.maine.gov/pfr/insurance/node/1077). Flat overall does not mean every renewal stayed the same. If your renewal went up, ask your agent which factors changed, such as a new driver, a claim, a move, a new vehicle or an insurer-wide rate change.

## Discounts worth asking about

One Maine discount is required by law. Every auto insurer must give a discount on liability, medical payments and collision coverage to a driver age 55 or older who completes an approved motor-vehicle accident-prevention course, according to the [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/consumers/auto-insurance/auto-insurance-discounts). The discount lasts 36 months after the course, and you need to take a new course every three years to keep it. It may not apply if you or another household member had an at-fault accident, moving violation or license suspension in the prior three years.

Other discounts vary by insurer. Commonly offered ones include multiple vehicles, driver education, good students, safety devices, anti-theft devices, low mileage, good driving records, renewal, auto-home packages and dividends, per the [Bureau's personal auto guide (opens in a new tab)](https://www.maine.gov/pfr/insurance/sites/maine.gov.pfr.insurance/files/inline-files/consumers-guide-to-personal-auto-insurance.pdf). Ask which ones were applied to your quote and which you might qualify for.

## How to compare two Maine quotes fairly

Give each agent or insurer the same information, as the Bureau's [personal auto guide (opens in a new tab)](https://www.maine.gov/pfr/insurance/sites/maine.gov.pfr.insurance/files/inline-files/consumers-guide-to-personal-auto-insurance.pdf) advises. Two quotes only line up when they match on:

- Drivers and household members.
- Vehicle identification and use.
- Garaging address and annual mileage.
- Liability and other limits.
- Deductibles.
- Whether collision and comprehensive are included.
- Discounts.
- Payment plan and policy fees.
- Effective date and prior-insurance details.

Useful questions to ask an agent about price include:

- Are both quotes using the same liability limits, and are medical payments and UM/UIM included?
- What deductibles are being used for collision and comprehensive?
- What garaging address, annual mileage and vehicle use were entered?
- Were all licensed household drivers included?
- Which accidents, violations and claims were considered?
- Was credit history or an insurance score used?
- Which discounts were applied, and is the mature-driver discount available?
- Are installment, policy or other service fees included in the price?

A comparison of policy forms from the 10 largest private-passenger auto groups is available among the [Bureau's consumer guides (opens in a new tab)](https://www.maine.gov/pfr/insurance/consumers/consumer-guides) if you want to read coverage wording side by side. If regular insurers turn you down, the Maine Automobile Insurance Plan is available to eligible applicants, according to the [Bureau's auto FAQ (opens in a new tab)](https://www1.maine.gov/pfr/insurance/frequently-asked-questions/auto-insurance).

![Two printed pages laid side by side on a table with a pen, a notepad and a cup of coffee](https://riskado.com/blog/average-cost-of-car-insurance-in-maine/quote-comparison.jpg)

Two quotes line up only when drivers, limits, deductibles and coverages match.

## What happens if a payment is late

Maine law provides no grace period for payment of property or casualty premiums, according to the [Maine Bureau of Insurance auto insurance FAQ (opens in a new tab)](https://www1.maine.gov/pfr/insurance/frequently-asked-questions/auto-insurance). An insurer may cancel if payment is not received by the date stated on the bill. A lapse can also matter later, because prior insurance and prior cancellation are rating factors. Before you cancel an old policy, confirm the new one's effective date so there is no gap.

## Frequently asked questions

### Is the Maine average for liability only or full coverage?

It depends on which average you use. The $834.78 combined average premium includes liability, collision and comprehensive, while the $757.65 average expenditure counts every insured car's liability but does not assume each one has collision and comprehensive, according to the [NAIC (opens in a new tab)](https://content.naic.org/sites/default/files/aut-db.pdf).

### Can a Maine insurer cancel my policy based only on my credit?

No. Under [24-A M.R.S. §2169-B (opens in a new tab)](https://legislature.maine.gov/statutes/24-a/title24-Asec2169-B.html), an insurer may not deny, cancel or refuse to renew a personal policy solely because of credit information. Credit can still be one factor among others.

### Does UM/UIM coverage come with a Maine policy?

Yes, it is required. Maine policies must carry uninsured and underinsured motorist coverage of at least $50,000 per person and $100,000 per accident, according to the [Maine Bureau of Insurance (opens in a new tab)](https://www.maine.gov/pfr/insurance/consumers/auto-insurance/insurance-required-by-law).

### Why did my renewal rise when Maine's average is low?

A low statewide average reflects the whole market. Your renewal can change because of a new driver, a claim, a violation, a new vehicle, a move or an approved insurer rate change, and approved Maine rate changes ran 8.8% to 10.5% a year from 2022 through 2024, per the [Bureau's rate chart (opens in a new tab)](https://www.maine.gov/pfr/insurance/sites/maine.gov.pfr.insurance/files/inline-files/homeowners-and-auto-rates-chart-2015-2024.pdf).
