[Gap coverage](https://riskado.com/insurance-terms/gap-insurance/) is worth considering when you owe more on a car loan or lease than the car would be worth after a total loss or theft, because the auto insurer pays the car's [actual cash value](https://riskado.com/replacement-cost-vs-actual-cash-value/), not the balance, according to the [CFPB (opens in a new tab)](https://www.consumerfinance.gov/ask-cfpb/what-is-guaranteed-asset-protection-gap-insurance-en-797/). The answer for you comes down to your payoff balance, the car's value, your [down payment](https://riskado.com/insurance-terms/premium-financing/), the loan term, [depreciation](https://riskado.com/insurance-terms/depreciation/), your lease terms, the product's [exclusions](https://riskado.com/insurance-terms/exclusion/), its price and your state's rules. Start by finding out whether the offer is an auto-policy [endorsement](https://riskado.com/insurance-terms/endorsement/) or a dealer or lender waiver, then read the contract for limits, exclusions, [cancellation](https://riskado.com/insurance-terms/cancellation/) and refund terms. State law does not require gap coverage on every financed vehicle, though a lender or lessor can set requirements in the contract.

### Key takeaways

- **When it matters**When you owe more on a car loan or lease than the car would be worth after a total loss or theft, because the auto insurer pays the car's actual cash value, not the balance.
- **What decides it**Your payoff balance, the car's value, your down payment, the loan term, depreciation, your lease terms, the product's exclusions, its price and your state's rules.
- **First question**Whether the offer is an auto-policy endorsement or a dealer or lender waiver, then the contract's limits, exclusions, cancellation and refund terms.
- **Not automatic**State law does not require gap coverage on every financed vehicle, though a lender or lessor can set requirements in the contract.

## What does gap coverage pay after a total loss?

After a covered total loss or unrecovered theft, the primary collision or comprehensive claim sets the vehicle's actual cash value, which is its worth at the moment of loss after depreciation. That payment generally goes to the lender or lienholder, and if it is lower than what you owe, the lender or lessor can still be owed the difference. Gap coverage addresses that difference, subject to its limits and exclusions.

[GEICO (opens in a new tab)](https://www.geico.com/auto-insurance/gap-insurance-coverage/) gives an example: a vehicle worth $22,000 with a $28,000 loan balance leaves a $6,000 difference after the primary settlement. Without gap coverage, the borrower remains responsible for an eligible unpaid balance, and the [California Department of Insurance (opens in a new tab)](https://www.insurance.ca.gov/01-consumers/105-type/95-guides/01-auto/hadaccident.cfm) says the lender expects the borrower to pay the difference when the claim payment is less than the loan balance.

### The GEICO example, in three numbers

- **Vehicle worth**$22,000 after the primary settlement
- **Loan balance**$28,000
- **The gap**$6,000 that gap coverage addresses, subject to its limits and exclusions

Gap coverage does not replace [collision and comprehensive coverage](https://riskado.com/comprehensive-vs-collision-insurance/). It applies after a covered total loss or theft and does not pay for repairs, rental costs, damage to others or injuries, according to GEICO.

![A silver sedan with a crumpled front end parked in a fenced lot on a cloudy day](https://riskado.com/blog/is-gap-insurance-worth-it/total-loss.jpg)

Gap addresses the difference left after a covered total loss or theft.

## Is the offer insurance or a gap waiver?

Two different products carry the same name. An auto-policy endorsement is insurance attached to an automobile policy and sold by an insurer. [State Farm's 2039A endorsement (opens in a new tab)](https://www.statefarm.com/content/dam/sf-library/en-us/pca-endorsement/auto/2039A.pdf), for example, pays when the outstanding debt exceeds actual cash value after a covered total loss, subject to its definitions and exclusions.

A gap waiver is a contract in which a creditor agrees to waive some or all of the remaining debt after a qualifying total loss or unrecovered theft. The [New York Department of Financial Services (opens in a new tab)](https://www.dfs.ny.gov/consumers/auto_insurance) describes lender or dealer waivers separately from insurer policies and endorsements, and the [Utah Insurance Department (opens in a new tab)](https://insurance.utah.gov/consumers/auto/gap/) describes a waiver as a contract and requires dealerships that offer one to be licensed. Because the rules, refunds and complaint channels differ, ask whether the offer is an endorsement, a waiver or another debt-cancellation product, and who handles claims.

## When can the loan balance exceed the car's value?

Several conditions push a balance above a vehicle's value, according to the [Texas Department of Insurance (opens in a new tab)](https://agate.tdi.texas.gov/tips/gap-insurance.html), the [FTC (opens in a new tab)](https://consumer.ftc.gov/articles/financing-or-leasing-car) and [Allstate (opens in a new tab)](https://www.allstate.com/resources/car-insurance/gap-insurance-coverage):

- A small or zero down payment leaves more of the price financed.
- A long loan term slows the drop in principal while the car loses value.
- New vehicles can lose value quickly after purchase, and some models depreciate faster than others.
- A lease sets payments around expected depreciation, so an early total loss can leave a termination balance above actual cash value.
- Negative equity from a prior vehicle can be rolled into the new loan.

A car's market value can also fall below its original price even when every payment is current. These conditions describe when a gap can open up, not whether to buy. A new car with a 20 percent down payment and a short loan sits differently from a used car financed with a rolled-in balance over a long term, which is why the test is your own numbers. Get your current payoff amount from the lender, get an estimate of the car's current value, and compare the two.

![A tall stack of coins beside a shorter stack on a desk next to a blank loan agreement](https://riskado.com/blog/is-gap-insurance-worth-it/loan-vs-value.jpg)

A small down payment or a long term can leave the balance above the car's value.

## Does the lender or lease require it?

Gap coverage is optional under the CFPB's consumer explanation. A buyer who is told it is required can ask where the sales contract says so, or ask the lender directly. [Progressive (opens in a new tab)](https://www.progressive.com/auto/insurance-coverages/loan-lease-payoff/) says loan and lease payoff coverage is not legally required by any state, though a lender can require coverage under the contract.

Some contracts already build in protection. Some financing contracts accept the physical-damage insurer's actual-cash-value settlement as full satisfaction, which leaves no gap to cover, according to the New York DFS. Most captive-finance leases include a gap waiver, according to the CFPB's [supervision and examination manual (opens in a new tab)](https://files.consumerfinance.gov/f/documents/cfpb_supervision-and-examination-manual_2023-01.pdf). Read the signed loan or lease before paying for a separate product.

## What does gap coverage leave out?

The policy or waiver sets what is excluded. Overdue payments, unpaid finance charges, warranty or service-contract costs, balloon payments and the deductible are exclusions that can reduce the payment, according to the Texas Department of Insurance. Other terms to ask about include excess mileage and lease-end charges, damage from a previous accident and payout limits. Progressive's loan and lease payoff coverage, for one, has an example limit of up to 25 percent of vehicle value, and the exact limit varies by state and product.

Negative equity rolled in from a trade-in is treated differently from one contract to the next, so ask how it is handled. State lease law can also shape what counts as the gap. For example, the Connecticut consumer-lease statute defines a lease gap amount separately and excludes the deductible, past-due lease payments and other unpaid amounts from it, under [Conn. Gen. Stat. § 42-417 (opens in a new tab)](https://www.cga.ct.gov/current/pub/chap_743aa.htm#sec_42-417).

## How do state rules treat gap waivers?

States regulate the two products differently, and in several states a gap waiver sold by a dealer or lender is treated as a contract rather than as insurance, with its own disclosure, cancellation and refund rules set by state law. Your state's [insurance department (opens in a new tab)](https://content.naic.org/state-insurance-departments) can tell you which rules and which regulator apply to the product you were offered.

For example, Connecticut treats a gap waiver from a creditor other than a bank or credit union as a debt waiver, not insurance, under [Conn. Gen. Stat. § 36a-789 (opens in a new tab)](https://www.cga.ct.gov/current/pub/chap_669.htm#sec_36a-789): cancelling within 60 days with no benefits provided brings a full refund, and a cancellation fee cannot exceed $50. Other states take their own approach:

- **South Carolina:** The [gap waiver chapter (opens in a new tab)](https://www.scstatehouse.gov/code/t37c030.php) says a covered waiver is not insurance. It requires a prominent statement that the waiver is optional, bars conditioning credit or the vehicle sale on buying it, requires disclosure of the refund calculation and of the free-look period and cancellation procedure, and requires a statement that the waiver does not replace collision or comprehensive insurance.
- **Utah:** The Insurance Department describes a waiver as a separate-charge contract and requires licensing for dealerships and dealership individuals who offer one. It separates the waiver from gap coverage an auto insurer offers as an endorsement.
- **New York:** The Department of Financial Services describes both lender or dealer waivers and insurer policies and endorsements, and it notes that some contracts leave no gap at all because they accept the actual-cash-value payment as full satisfaction.

## What does gap cost and where is it sold?

Gap coverage is sold by vehicle dealers, direct lenders, banks and credit unions, and auto insurers, which offer it as an endorsement or as loan and lease payoff coverage. Prices vary greatly, and a dealer can finance the cost into the loan, which raises the amount borrowed and the total interest, according to the CFPB.

| Figure | Value | Limitation | Source |
| --- | --- | --- | --- |
| Dealer gap cost | Several hundred dollars or more | Can be spread across loan payments; not a universal range | Progressive, updated August 27, 2026 |
| Average gap product cost in servicemember auto loans with at least one add-on | $952 | Loans originated 2018 through 2022, in inflation-adjusted December 2022 dollars | [CFPB report, January 2025 (opens in a new tab)](https://files.consumerfinance.gov/f/documents/cfpb_servicemember-auto-finance-report_2025-01.pdf) |
| Progressive loan and lease payoff example limit | Up to 25 percent of vehicle value | The exact limit varies by state and product | [Progressive (opens in a new tab)](https://www.progressive.com/auto/insurance-coverages/loan-lease-payoff/) |

According to Progressive, updated August 27, 2026, dealer gap can cost several hundred dollars or more and can be spread across loan payments. A [CFPB report published in January 2025 (opens in a new tab)](https://files.consumerfinance.gov/f/documents/cfpb_servicemember-auto-finance-report_2025-01.pdf) found an average gap product cost of $952 among servicemember auto loans with at least one add-on, measured in inflation-adjusted December 2022 dollars for loans originated from 2018 through 2022. Those figures are dated context, not a quote. No channel is lower-priced for everyone, so compare the written price, terms, exclusions and refund formula on each offer.

## Can gap be added or cancelled later?

Adding coverage later depends on the provider. According to Allstate, updated January 2026, some insurers allow purchase after the vehicle purchase, subject to model year, original ownership and other qualifications. Loan and lease payoff coverage from Progressive can be added to an existing policy when its requirements are met.

Cancellation and refund terms vary by product and state. Consumers have the right to cancel optional add-on products and can be entitled to a refund after a sale, refinancing or prepayment, according to the CFPB. Some dealer agreements provide a 30-day cancellation period with a full refund, according to Progressive. The refund is generally based on the unused portion of the agreement, but the exact formula is in the policy, the waiver and the state's law. After payoff, a sale or a refinance, ask the provider for written confirmation of the cancellation and any refund due.

Keep the signed contract and ask for written confirmation of any cancellation.

## What happens during a claim?

The sequence runs in order. Notify the primary insurer and the lender or lessor when the vehicle is totaled or stolen. The primary insurer values the vehicle and pays the lender. Then the gap provider or creditor addresses the eligible remaining difference, and you ask the provider for its claim procedure and the documents it needs. Keep the signed loan or lease, the gap policy or waiver and your payment records where you can find them.

## What should you ask before signing?

- Is this an insurance endorsement, a gap waiver or another debt-cancellation product, and who handles claims?
- Is it optional under my loan or lease, and does my lease or lender contract already include a waiver?
- What total price will appear in the contract, will it be financed, and what will financing add in interest?
- Does it cover total loss, theft or both, and is the primary collision or comprehensive settlement required first?
- How is actual cash value determined?
- Does it cover the deductible, overdue payments, finance charges, warranties, service contracts, balloon payments, trade-in negative equity or excess mileage?
- Is there a payout limit, and when does coverage start and end?
- Can it be added after purchase, and how do I cancel it?
- What is the cancellation deadline, how is the refund calculated after cancellation, sale, refinancing or early payoff, and is a cancellation fee allowed?
- Which regulator handles a complaint about this product?

## Frequently asked questions

### What does gap insurance actually cover?

Gap coverage addresses the difference between the primary insurer's actual-cash-value payment and the remaining covered loan or lease balance after a covered total loss or theft, subject to the product's exclusions and limits.

### When might gap insurance not be needed?

A contract that accepts the insurer's actual-cash-value settlement as full satisfaction leaves no gap, according to the New York DFS. A lease that already includes a waiver covers the same ground, so check the signed contract first.

### Is it too late to add gap insurance to a car?

Not always. Eligibility depends on the insurer, the vehicle's model year, original ownership and state rules, so ask the insurer before assuming it is closed.

### What happens if you never use gap insurance?

A refund of the unused portion may be available, but the formula and deadline depend on the contract and state rules. Ask the provider for the refund formula in writing.
